Spring 2015 — Archer: Café Milano dinner with then-VP Biden; Vadym named
What happened
On July 31, 2023, Devon Archer sat for a transcribed interview with the House Committee on Oversight and Accountability. The committee released the transcript on August 3. Counsel asked who Vadym Pozharskyi was. Archer said he was “the corporate secretary” of Burisma and, when asked if he was CFO, “He was the corporate secretary. He was not the CFO.” Counsel asked about a spring 2015 dinner at Café Milano in Washington. Archer said then-Vice President Joe Biden attended. Who else: “Vadym, Hunter, Joe, myself, Karim Massimov, a Greek Orthodox priest, maybe someone from World Food Programme.” Earlier he said, “At that diner, it was Vadym, Karim Massimov — so Vadym P. from Burisma.” That is Archer’s documented placement of Pozharskyi with the Vice President. It is a restaurant dinner. Archer separately described his own April 2014 visit “in the office next to the White House, the Vice President’s office”; he did not place Pozharskyi in that office on that day. Do not invent a White House / VP-office meeting for Pozharskyi beyond Archer’s Café Milano list.

May 12, 2014 — “Use your influence” email to Hunter Biden and Devon Archer
What happened
On May 12, 2014, Vadim Pozharskyi wrote Hunter Biden and Devon Archer from a Ukrainian address. Subject: “urgent issue.” Copies have been published by Fox News, the New York Post, and in a Just the News-hosted PDF. The published text asks for advice on how they “could use your influence to convey a message / signal, etc .to stop what we consider to be politically motivated actions.” The longer block, as those copies read, says Burisma had information that “one or more pretrial proceedings were initiated by the Ministry of Internal Affairs” against Burisma companies and that “representatives of new authorities” had approached “N. Z.” — in the reporting, Mykola Zlochevsky — “unofficially with the aim to obtain cash.” House Oversight’s August 9, 2023 bank-records memorandum dates Hunter’s board role to April/May 2014 after a Lake Como meeting with Pozharskyi and Zlochevsky. The email is Pozharskyi asking two new American board members to use influence. It is not a U.S. charging document and not a finding that Joe Biden received or acted on the message.

What happened
The New York Post (Oct 14, 2020) published an email it attributed to Vadym Pozharskyi — “an adviser to the board of Burisma” — thanking Hunter Biden on April 17, 2015 “for inviting me to DC and giving an opportunity to meet your father and spent some time together.” That is a published email, labeled as the Post’s document. It is not Archer’s testimony, not a White House visitor log, and not a finding that he sat in the Vice President’s ceremonial office. The Biden campaign told reporters there was no such meeting on the vice president’s official schedule and that any informal interaction would have been “cursory” (as reported). That is the campaign response. It is not a denial that the email was sent as published. Archer’s Café Milano list and this thank-you sit next to each other; this file does not invent that they are the same hour.

December 2015 — Dubai board meeting; “can D.C. help?”; Comer Shokin readout
What happened
Archer told Oversight that after a December 2015 Burisma board meeting in Dubai, Mykola Zlochevsky and Vadym asked Hunter Biden to make phone calls. The request, he said, was “can D.C. help?” — “government pressure from Ukrainian Government investigations into Mykola.” He said he “was not party to that phone call.” He said it “wasn’t like — there weren’t specific, you know, can the big guy help? It was — it’s always this amorphous, can we get help in D.C.?” On Shokin by name, Archer was less certain than the majority takeaway: he “vaguely” recalled pressure and said Shokin “wasn’t specifically on my radar.” The same day, Chairman James Comer’s statement and @GOPoversight posted: “In December 2015, Mykola Zlochevsky… and Vadym Pozharski… placed constant pressure on Hunter Biden to get help from D.C. regarding the Ukrainian prosecutor, Viktor Shokin… Hunter Biden, along with Zlochevsky and Pozharski, ‘called D.C.’…” That is the committee’s write-up. Archer’s own words stay next to it. Days later, then-VP Biden’s Rada remarks (White House text Dec 8/9, 2015) said the Office of the General Prosecutor “desperately needs reform” — a documented official speech, not a finding on this page that Pozharskyi directed the trip or that a bribe occurred. Oversight’s next bullet raised FARA “concerns” about Hunter Biden — a committee concern about Hunter, not a FARA charge against Pozharskyi.

November 2, 2015 — “Ultimate purpose to close down… cases against Nikolay”
What happened
On November 2, 2015, Vadym Pozharskyi wrote from vadym.pozharskyi@burisma.com to Devon Archer, copying Hunter Biden and Eric Schwerin, about the Blue Star Strategies proposal. House Judiciary and Oversight later quoted the email in a November 29, 2023 letter demanding transcribed interviews with Blue Star executives. A full copy has been published by Just the News. The quoted line: “the ultimate purpose to close down for any cases/pursuits against Nikolay in Ukraine” (Nikolay = Mykola Zlochevsky). In the same message he asked for deliverables: meetings or comments from “high-ranking US officials in Ukraine (US Ambassador)” and in the United States expressing a “positive opinion” of Nikolay/Burisma to Ukraine’s president, the president’s chief of staff, and the prosecutor general; and visits by “widely recognized and influential current and/or former US policy-makers.” That is Pozharskyi on paper one month before the Dubai board meeting in Oversight’s Archer readout. It is not a U.S. FARA registration and not a finding that any named U.S. official delivered the “positive opinion” he wanted. Theories that this email alone proves a completed U.S. influence crime stay in Claims unless a primary charging document appears.

What happened
This file is Vadym Pozharskyi (also spelled Pozharsky / Pozharski / Vadim in committee posts and emails). The Associated Press (October 2019) identified him as “an adviser to the board of directors of Burisma Group” in coverage of a September 2018 sidelines meeting with U.S. special representative Kurt Volker at an Atlantic Council event. A Wikimedia Commons photograph with Aleksander Kwaśniewski dated May 29, 2014 captions him adviser to the Burisma Holdings board. Archer’s titles (corporate secretary, not CFO) are above. The Association of Gas Producers of Ukraine states that in November 2025 he was elected chairman of its board and that he is an adviser to the board of Esko-Pivnich — the association’s own page, a current-status line, not a Burisma finding. Identity confidence: high for this public energy adviser. No second nationally covered man of this name was merged into this file.
