On July 31, 2023, Devon Archer sat for a transcribed interview with the House Committee on Oversight and Accountability. House Judiciary Chairman Jim Jordan was in the room. That same day, Oversight Chairman James Comer published “key takeaways.” This is the committee’s public readout of the December 2015 episode — not a court finding, not an indictment, and not a finding that Joe Biden took a bribe.

In December 2015, Mykola Zlochevsky, the owner of Burisma, and Vadym Pozharski, an executive of Burisma, placed constant pressure on Hunter Biden to get help from D.C. regarding the Ukrainian prosecutor, Viktor Shokin. Shokin was investigating Burisma for corruption. Hunter Biden, along with Zlochevsky and Pozharski, “called D.C.” to discuss the matter. The same sentence was posted that day on Oversight’s X account and quoted by @pepesgrandma. Treat it as the committee’s readout. The next line in that Oversight bullet said the episode “raises concerns” that Hunter Biden was in violation of the Foreign Agents Registration Act. That is a committee concern about Hunter. It is not a FARA charge against Pozharskyi. It is not a U.S. docket. See the absence post.

When Oversight later released the transcript, it printed Archer’s own answers about drinks after the Dubai board meeting at the Four Seasons:

Majority Counsel: Did — during that I’ll say after dinner at the Four Seasons, did Mykola Zlochevsky or Vadym ask Hunter Biden to make any phone calls?

Mr. Archer: Yes, though I was not party to that phone call.

Majority Counsel: What was the request?

Mr. Archer: The request was I think they were getting pressure and they requested Hunter, you know, help them with some of that pressure.

Majority Counsel: What pressure?

Mr. Archer: Government. Government pressure on their — you know, government pressure from Ukrainian Government investigations into Mykola, et cetera.

On Shokin by name, Archer was less certain than the majority takeaway:

To the best, I vaguely — whether it was Shokin, I vague — there was a lot of pressure initially. … so Shokin wasn’t specifically on my radar as being an individual that was — that was targeting him. Jordan asked who the help was from. Archer’s answer, as Oversight printed it:

The request — you know, basically the request is like, can D.C. help? But there were not — you know, I’m not going to — there were not — it wasn’t like — there weren’t specific, you know, can the big guy help? It was — it’s always this amorphous, can we get help in D.C.?Same release, exchange with Rep. Jim Jordan.

Asked why they asked Hunter, Archer said: “he was a lobbyist and an expert and obviously he carried, you know, a very powerful name. So I think it was — that’s what they were asking for.”

Days later, then-Vice President Joe Biden spoke to Ukraine’s Rada. The official White House text, dated December 8/9, 2015, says: “The Office of the General Prosecutor desperately needs reform.” That speech is a documented official act. It is not, on this page, a finding that he took a bribe or that Pozharskyi directed the trip.

Archer also told the committee, in the same release, that he later heard Shokin’s removal was “not good” for Burisma because Shokin was described to him as “under control as relates to Mykola.” That is Archer’s account of what he was told. It sits next to the majority readout. Both are in the record. Neither is a court finding.
