On November 2, 2015, Vadym Pozharskyi wrote from vadym.pozharskyi@burisma.com to Devon Archer, copying Hunter Biden and Eric Schwerin. Subject: the Blue Star Strategies proposal. House Judiciary and Oversight later quoted the email in a November 29, 2023 letter demanding transcribed interviews with Blue Star executives. A full copy has been published by Just the News.

In the same message he asked for deliverables: meetings or comments from “high-ranking US officials in Ukraine (US Ambassador)” and in the United States expressing a “positive opinion” of Nikolay/Burisma to Ukraine’s president, the president’s chief of staff, and the prosecutor general. He also wanted “widely recognized and influential current and/or former US policy-makers” to visit Ukraine in November with a “positive signal.”

That is one month before the Dubai board meeting in Oversight’s Archer readout. It is Pozharskyi on paper. It is not a U.S. FARA registration, and it is not a finding that any named U.S. official delivered the “positive opinion” he wanted.

He wrote the purpose in English. Close the cases. Get the ambassador on side. Get Washington to smile at the prosecutor general. That is not a vibe. That is a scope of work. A month later, in Oversight’s readout, he and Zlochevsky are pressing Hunter for DC help on Shokin. The email and the interview sit on the same desk. Still not a U.S. charge.
